We speak of intercultural competence, Cultural Intelligence, global competence, diversity competence, transculturality, pluriculturalism, hybridity, and hyper-diversity. Many of these approaches have made important contributions. They have helped us understand cultural differences more carefully, prepare people for communication and collaboration in multi-cultural enveronments, and question simplistic assumptions about culture.<\/p>\n<h3 data-start=\"1014\" data-end=\"1047\">So why introduce another concept?<\/h3>\n<p data-start=\"1049\" data-end=\"1250\">A new concept is useful only if it helps us describe and address a problem that existing approaches do not sufficiently capture. Otherwise, we are simply giving a new name to something we already know.<\/p>\n<h3 class=\"PDq2pG_selectionAnchorContainer\" data-start=\"1252\" data-end=\"1298\">Cultural Judgment must meet the same test.<\/h3>\n<p data-start=\"1300\" data-end=\"1635\">The problem does not necessarily begin when people know too little about other cultures. They can make differences and tensions visible and help explain why certain expectations or behaviors may be more likely in one context than another. But a model cannot judge the concrete situation for us. Theory can help us develop hypotheses and possible explanations. The assessment of the situation \u2013 and responsibility for the action that follows \u2013 remains with the person who has to act.<\/p>\n<p data-start=\"2338\" data-end=\"2581\">Knowing that hierarchy matters in a particular social or organizational context, for example, does not tell a leader whether, in this particular moment, to provide stronger direction, consult others, wait, or deliberately encourage initiative.<\/p>\n<p data-start=\"2583\" data-end=\"2718\">Knowing that relationships matter in business does not tell us how much relationship-building a particular situation actually requires.<\/p>\n<p data-start=\"2720\" data-end=\"2854\">And knowing that communication in some cultures tends to be more indirect does not tell us when restraint is appropriate and when persistency becomes necessary.<\/p>\n<p data-start=\"2856\" data-end=\"2884\">Beside the different cultural styles, there is another difficulty: <strong data-start=\"2886\" data-end=\"3000\">Not everything that happens between people from different cultural backgrounds is therefore caused by culture.<\/strong><\/p>\n<p data-start=\"3002\" data-end=\"3332\">People do not act exclusively as representatives of cultural categories. They also act as executives, employees, clients, experts, or decision-makers. Personality, biography, generation, organization, industry, power relations, interests, and the history of a particular relationship can all influence what happens in a situation.<\/p>\n<p data-start=\"3334\" data-end=\"3499\">Intercultural competence therefore involves more than recognizing cultural influences. It also requires knowing <strong data-start=\"3446\" data-end=\"3499\">when not to make culture the primary explanation.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-7bbd1f8 e-flex e-con-boxed e-con e-parent\" data-id=\"7bbd1f8\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t<div class=\"elementor-element elementor-element-e839ada e-con-full e-flex e-con e-child\" data-id=\"e839ada\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-b9cdc31 elementor-widget elementor-widget-text-editor\" data-id=\"b9cdc31\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>This Critique Is Not New<\/h2>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"292\" data-end=\"507\">The criticism of explaining behavior primarily through culture is not new. Cultural psychology has long challenged the idea that people can be understood simply as representatives of national or cultural categories.<\/p>\n<p data-start=\"509\" data-end=\"892\">The CuPS approach \u2013 Culture \u00d7 Person \u00d7 Situation \u2013 developed by Angela Leung and Dov Cohen (2011) is one example. It considers culture, individual differences, and the particular situation together rather than reducing behavior to any one of them. People always act within a cultural context, but they are not simply products of that context.<\/p>\n<p data-start=\"894\" data-end=\"1321\"><strong data-start=\"328\" data-end=\"366\">This critique is well established.<\/strong> Over the years, different approaches have challenged the idea of cultures as clearly bounded entities and questioned the assumption that individuals can be understood primarily through cultural categories. Yet the practical impact of this critique remains limited. It is part of our human nature that we have an understandable need for orientation, control of the environment, and a certain degree of predictability.<\/p>\n<p data-start=\"1477\" data-end=\"1900\">Especially in unfamiliar intercultural situations, clear explanations are attractive because they provide orientation and fulfil the need for control. At the same time, they can create a degree of certainty that the actual complexity of the situation does not justify. Classical cultural concepts often provide this clarity more readily than approaches that emphasize ambiguity, fluidity, and less clearly defined cultural boundaries.<\/p>\n<p data-start=\"1902\" data-end=\"2167\">This may partly explain why questions such as <em data-start=\"1948\" data-end=\"1978\">\u201cHow do the Japanese think?\u201d<\/em>, <em data-start=\"1980\" data-end=\"2016\">\u201cHow do you negotiate with Arabs?\u201d<\/em>, or <em data-start=\"2021\" data-end=\"2076\">\u201cWhat are the most important taboos in Saudi Arabia?\u201d<\/em> continue to occupy a significant part of the market for intercultural training and advice.<\/p>\n<p data-start=\"2169\" data-end=\"2314\">There is certainly no shortage of information about cultural differences, behavioral rules, dos and don\u2019ts, and country-specific characteristics.<\/p>\n<p data-start=\"2316\" data-end=\"2416\"><strong data-start=\"2316\" data-end=\"2416\">Yet difficult intercultural situations have not disappeared despite this abundance of knowledge.<\/strong><\/p>\n<p data-start=\"2418\" data-end=\"2829\">A further development has therefore been to shift attention from knowledge about culture toward the ability to adapt one\u2019s own behavior. Andy Molinsky\u2019s concept of Cultural Dexterity (2013) is an important example. Its focus is not simply on knowing about cultural differences, but on developing the ability to adjust one\u2019s behavior to unfamiliar cultural demands without losing one\u2019s sense of authenticity.<\/p>\n<p data-start=\"2831\" data-end=\"2891\">Even this, however, leaves an important question unresolved:\u00a0<strong data-start=\"2893\" data-end=\"3069\">How do we judge which interpretation of a situation is plausible, what kind of adaptation is actually appropriate, and when adaptation may not be the right response at all?<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-fc8a96f e-flex e-con-boxed e-con e-parent\" data-id=\"fc8a96f\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t<div class=\"elementor-element elementor-element-7c8b299 e-con-full e-flex e-con e-child\" data-id=\"7c8b299\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-f853840 elementor-widget elementor-widget-text-editor\" data-id=\"f853840\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>The Ambiguity of Concrete Situations<\/h2>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"41\" data-end=\"134\">The difficulty becomes more visible when we move from cultural models to concrete situations.<\/p>\n<p data-start=\"136\" data-end=\"326\">In international business, the same observable behavior can have several plausible meanings. Imagine, for example, that a business partner responds positively to a proposal during a meeting.<\/p>\n<p data-start=\"328\" data-end=\"366\">What does that positive response mean?<\/p>\n<p data-start=\"368\" data-end=\"704\">It may indicate genuine agreement. But it may also express politeness, signal interest without commitment, protect the relationship, or avoid open disagreement. The person may not have the authority to make the decision. Personality, previous experience, organizational role, power relations, the history of the relationship, or the particular circumstances of the meeting may be equally important.<\/p>\n<p data-start=\"939\" data-end=\"1003\">Several of these explanations may even be true at the same time.<\/p>\n<p data-start=\"1005\" data-end=\"1170\"><strong data-start=\"1005\" data-end=\"1170\">The observable behavior remains the same. Its meaning, however, may arise from cultural, personal, relational, organizational, situational, or strategic factors.<\/strong><\/p>\n<p data-start=\"1172\" data-end=\"1373\">This is precisely what makes intercultural situations difficult to interpret. We observe behavior, but we do not directly observe the intentions, expectations, constraints, or considerations behind it.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-d5f5336 e-flex e-con-boxed e-con e-parent\" data-id=\"d5f5336\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-237557e elementor-widget elementor-widget-text-editor\" data-id=\"237557e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"1375\" data-end=\"1639\">Cultural knowledge can help us generate plausible explanations. Knowing something about hierarchy, indirect communication, relationship orientation, or decision-making processes may prevent us from interpreting a positive response too quickly as a firm commitment.<\/p>\n<p data-start=\"1641\" data-end=\"1744\">But cultural knowledge cannot tell us with certainty which explanation applies in this particular case.<\/p>\n<p data-start=\"1746\" data-end=\"1925\">The challenge is therefore not simply to know more about culture. It is to deal with <strong data-start=\"1831\" data-end=\"1925\">multiple plausible interpretations without turning one of them prematurely into certainty.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-47da5c1 e-flex e-con-boxed e-con e-parent\" data-id=\"47da5c1\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-ea8f856 elementor-widget elementor-widget-text-editor\" data-id=\"ea8f856\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"209\" data-end=\"457\">This engagement with ambiguity is not new either. In organizational research, <strong data-start=\"287\" data-end=\"302\">Sensemaking<\/strong>, particularly associated with Karl Weick (1995), examines how people make sense of situations when information is incomplete, contradictory, or ambiguous.<\/p>\n<p data-start=\"459\" data-end=\"869\">People do not simply respond to an objectively given situation. Rather, through their actions and the retrospective interpretation of observations, experiences, and available information, they develop a plausible understanding of what is happening. In doing so, they are not merely interpreting reality from the outside; their actions also contribute to shaping the reality they subsequently try to understand.<\/p>\n<p data-start=\"871\" data-end=\"1136\">Sensemaking therefore draws attention to an important point: in complex situations, people often cannot first establish with certainty what a situation \u201creally means\u201d and only then decide how to act. <strong data-start=\"1071\" data-end=\"1136\">Interpretation and action develop in relation to one another.<\/strong><\/p>\n<p data-start=\"1138\" data-end=\"1420\">This is especially relevant in intercultural situations. We do not simply observe behavior and discover its cultural meaning. Relevant information may be missing. Different expectations may be equally legitimate and yet contradict one another. It means <strong>remaining capable of judgment and action under conditions of uncertainty and ambiguity.<\/strong> It starts from the assumption that not every situation has one correct answer waiting to be discovered or derived from a cultural model.<\/p>\n<p>A reasoned decision may later prove insufficient because new information emerges or because the response of others calls the original interpretation into question.
